Also present: Holly Leonard, David Bailey, Frank Underwood, Mike Metcalf, Renee Labranch, George Allen. The Chairman called the meeting to order at 5:30 p.m. Robert H. stated that this meeting is being held to address any questions on the two engineering proposals for the Lake Avenue project. Underwood Engineers: Frank U. passed out a scope of the proposal. Frank U. stated that the original proposal had been in DES format and this is the format generally used for such engineering proposals. Frank U. questioned who would be responsible for the road overlay and stated that this would be a large amount of the total funds needed for the project. Frank U. explained the bidding, construction administration, resident, and record drawing phases of the projects and the costs of each phase. There was some discussion regarding the time of year and length of time required for the project. There was some discussion regarding when the service lines themselves would be reattached during the construction. Frank U. stated that Underwood would meet with the fire and police chief to ensure that traffic was taken care of and that safety of the residents was ensured. There was some discussion regarding temporary water and how it would be run. There was some discussion about planning ahead of time for all the contingencies that could occur during the construction phase. There was some discussion regarding having enough time for contractors to bid and come in with good numbers, Frank U. feels that not rushing the time table will help in getting good bids. Robert H. questioned how familiar Underwood is with contractors. Mike M. stated that they are very familiar with many contractors and that each will have to present their qualifications before they put in their bids. Robert H. questioned what role Underwood would perform during the bidding process. Frank U. stated that they would send out the bid packets and meet with any contractors to give them the information they may need to bid and finally they will present the town with a recommendation for which contractor. There was some discussion regarding blasting ordinances and blasting liability. Aaron S. questioned what was not covered in the proposal. Frank U. stated that any easement issues are not covered in the proposal. Underwood Engineers departed at 6:30 p.m. There was some discussion regarding the high amounts of rainfall and problems with the treatment plant. There was some discussion regarding Fernwood and Woodland Road pump stations and videotaping that Stearns had done. Renee Labranch and George Allen of Stantec introduced themselves to the Commission. Robert H. stated that at the last meeting the Commission had gone over the two proposals and would like some clarification on the differences between the two. George A. presented that the new company name of Stantec was due to them having taken over Dufresne-Henry. He stated that the New England Region is separate and has the same people on board that were dealt with in the past at Dufresne-Henry. Renee L. stated that the first step would be to have a kick off meeting and establish all the important details of the project and schedule the timing. Renee L. stated that LSPA would be involved to establish any environmental issues that could arise. Stantec presented the temporary water issues and fire protection for the area during construction would be a key issue. Stantec gave the Commissioners a hand out that they explained and reviewed. There was some discussion about the paving and reclaiming of the road. Renee stated that a local company would be used to do the survey and pick up all the details of the area to be worked on. There was some discussion about what type of pipe to use and what size would be best. The possible environmental issues and permitting from EPA was discussed and the contractor would be responsible for securing the permit before beginning the project. Renee pointed out the potential for ledge removal and blasting. Renee stated that there would be a design review meeting for drawing up the final bidding items. Stantec would recommend the contractor after checking references. There was some discussion regarding getting contractors to bid on the project. Stantec departed at 8:05. There was some discussion about weather to vote on an engineer now or at the next meeting. It was decided to wait until the meeting on May 25, 2006 to vote on the engineer. John W. questioned if there was a vote needed on replacing the pumps at Woodland Road and Fernwood Point. Aaron S. feels that an engineer should be asked what pump is needed to overcome the force main pressure. After some discussion Aaron S. made a motion to hire Underwood Engineers to do a pump recommendation for Woodland Road and Fernwood Point with a maximum engineering cost of $3,000, seconded by Charles S., voted unanimously in the affirmative, so declared by the Chairman. 8:25 p.m. Charles S. made a motion to adjourn, seconded by Aaron S., voted unanimously in the affirmative, so declared by the Chairman.
